Levira has appointed Tõnu Grünberg as chairman of its management board and chief executive. Grünberg, currently deputy secretary general for digital infrastructure and cybersecurity at the Ministry of Justice and Digital Affairs, will take up the role this autumn.
Levira owns and operates all of Estonia’s television and radio masts, as well as most of the country’s transmission facilities. It provides television playout services in Estonia and internationally, produces television broadcasts and manages the technical systems behind Estonia’s crisis communications. It is also one of Estonia’s largest data centre operators.
Grünberg takes over at a time when Levira said it is playing an increasingly important role in Estonia’s crisis preparedness.
“The state is already testing a system Levira is developing that will let crisis alerts reach people even when mobile and internet networks are down. In the current security environment, Levira carries significant responsibility for both the functioning of Estonia’s infrastructure and its public information services, since we operate the broadcast alert network and the data centres,” Grünberg said.
Grünberg has held the deputy secretary general role since March 2025, a period that has included several major ICT reforms and projects: the large-scale optimisation and consolidation of ICT infrastructure and services into fewer IT centres, the establishment of the National Cyber Command Centre, work to strengthen the resilience of government e-services and the modernisation of secure communications systems.
“These are just a few examples of the steps that are critical for Estonia, and they remain in the capable hands of the responsible teams at the Ministry of Justice and Digital Affairs and its agencies,” Grünberg said.
Grünberg sees Levira’s expansion into the European market as one of the company’s key challenges ahead. Levira has already begun that expansion, having established operations in the United Kingdom, where Levira Media Services provides services to local and international media companies.
“I believe the combination of my experience and technical background, together with Levira’s highly capable team, gives us strong potential for further growth and for delivering increasingly innovative services to a growing number of international media companies,” Grünberg said.
Domestically, Levira plays a central role in the transmission of Estonia’s radio and television programming. Over the past decade, the company has led Estonia’s transition to digital television and launched its digital radio services.
Grünberg has extensive experience in telecommunications in Estonia and internationally, including roles at EMT and Telia. He has also led Estonia’s largest infrastructure project as chairman of Rail Baltic Estonia and served as chairman of Greenergy Data Centres, the largest data centre in the Baltic region.
Tiit Tammiste, Levira’s current chief executive, will hand over leadership to Grünberg on 31 October 2026. The search for a successor began in the spring.
